LH Fresh Content is the best plugin for requesting browsers to refresh their page. Perfect for single-page applications or pages that bring in feeds. This plugins checks (in the backround) if the current page is out of date. If the current page is active the user is sent a message alerting them the page is out of date and givig them the option to refresh the page.
